Answer: Online elections for 2010 FSAs must be completed during Open Enrollment. This year Open Enrollment is October 26 to November 6, 2009. All online elections must be submitted by 5:00 p.m. EST.  After Open Enrollment, you may submit 2010 FSA elections using a paper form. Forms received by December 4, 2009 will allow you access to your Health Care Flexible Spending Account on January 1, 2010. Forms will be accepted through December 31, 2009, however you will not be able to use the SHPS debit card for claims until February 2010.
